Daniel Moulis
Daniel Moulis was most recently a partner based in the Sydney office of the major Australian law firm, Freehills. Prior to that he headed the Freehills’ Canberra office, where he practiced for 16 years.
He has had an active involvement for clients in relation to Federal Government policies, laws and business practices, as well as in purely private sector investment and property development.
His government practice has extended to regulatory impacts on investment, procurement, and asset sales. In that context he has advised clients in contracting matters, dispute resolution and statutory and administrative law rights. His areas of interest for clients have included large scale procurement contracts, foreign investment, international affairs and policy development. He was legal counsel for the US corporation responsible for the Maralinga nuclear test site clean up. He was on the Freehills team of lawyers on the Department of Defence legal panel. Specific client industry types have included property development, aviation, primary production and manufacturing. He has participated in major Canberra land projects such as civic centre and town centre redevelopments. He has secured Australian landing rights arrangements for foreign airlines. He has represented importers and foreign exporters of input and consumer products.
A particular feature of Daniel’s practice has been the representation of clients in international trade. Industries serviced have included the chemical, agricultural, paper, building products, medical, food processing, footwear and retail goods industries. Daniel has been particularly active in the fields of anti-dumping, countervailing, safeguard measures, quarantine and intellectual property rights. He has advised clients in relation to assistance measures, customs tariff, tariff concession orders, effective transaction structuring, contract documentation for export/import, country of origin and trade agreements.
He has argued cases before the Productivity Commission, and the Trade Measures Review Office, and is experienced in World Trade Organisation dispute settlement body proceedings. He has been involved in many of the landmark trade law cases in Australia, including the WTO Salmon case, and the pork safeguard measures inquiry. He has handled administrative law appeals in the Federal Court and the Administrative Appeals Tribunal and other fora, and has acted for clients involved in Royal Commission and Parliamentary Committee inquiries.
Daniel graduated from the University of Sydney in 1983.
Lisa Eldridge
Lisa is a solicitor with Moulis Legal. She works in our litigation and commercial projects areas.
At Moulis Legal, Lisa’s work has included cross-border disputes, administrative appeals, crown leasing matters and leasing disputes. In particular, she is well-qualified in the handling of development application appeals in the ACT Civil and Administrative Tribunal, including change-of-use charge matters.
Prior to joining Moulis Legal, Lisa practised in Sydney, where she mainly represented finance industry clients in litigation matters in the Supreme Court of NSW. She has also appeared in the District Court of NSW and the Federal Court of Australia. Lisa would regularly attend the Supreme Court’s Common Law and Equity Division listing for directions hearings and default judgment applications. On occasion, she was called upon to pursue alternative dispute resolution procedures, such as in mediations and settlement conferences.
Lisa has a strong interest in commercial law and litigation, import-export contracts and the intricacies involved in resolving cross-border disputes. She has a strong sense of duty towards her clients, and is focussed on delivering clear advice, prompt action, and efficient and positive outcomes.
Lisa graduated from the University of Wollongong in 2008 with a Bachelor of Laws and Bachelor of Commerce (Marketing). Contract, media, e-commerce and international law were her favourite subject areas. She holds a Graduate Diploma in Legal Practice from the College of Law, is admitted to the Supreme Court of NSW and is entered on the High Court of Australia’s Register of Practitioners.
Kevin Reilly
Kevin Reilly is a trade and customs specialist who works with Moulis Legal on special projects. Kevin has had a more-than 30 year career working for both the government and private sectors in accounting and customs-related areas. He has held senior positions with two of Australia’s most well known professional services organisations. These were with the law firm of Corrs Chambers Westgarth, where he was a Senior Consultant, and prior to that with the international accounting firm of KPMG. In the earlier part of his career he was an Assistant Director in the Australian Customs Service, where he worked in cargo control, diesel fuel rebate, drawbacks and refunds, excise, exports and import control, origin and valuation, tariff, warehousing and anti-dumping.
Kevin’s commercial and practical experience, and his accounting background, complements the legal knowledge that Moulis Legal brings to our client work, and broadens the scope and value of our service. His involvement allows us to deliver a comprehensive and effective team-based approach to the handling of trade-related matters for our clients. His experience includes customs compliance audits both in Australia and in countries in the Asia-Pacific region; advice and investigation of customs valuation issues, drawbacks and refunds, excise, origin, tariff classification, tariff concessions and warehousing; the analysis and uptake of government programs which provide incentives for the development of export markets; and technical aspects of anti-dumping and countervailing investigations in Australia and in foreign jurisdictions, including case strategy, preparation and verification, and dumping margin and subsidy benefit calculation.
Kevin has also been centrally involved in designing and delivering training courses on international business and customs-related treaties in Australia and throughout the Asia-Pacific region. His special project work at Moulis Legal has included matters involving the trade in specialty chemicals, plastics and building products, and in subsidy calculation methodologies and their application.
He has an extensive network of contacts in government and business circles in Canberra. He is Chair of the ACT Branch of the Australia Indonesia Business Council, and is Chairperson of the International Business Taskforce of the Canberra Business Council.

Alistair Bridges
Alistair is a solicitor with Moulis Legal. He assists our clients and our senior lawyers in the handling of the firm's commercial and trade matters.
At Moulis Legal, Alistair has worked at the very
detailed level of the property trust restructuring for Australia’s largest retail landholder. He has researched and written in a range of commercial and regulatory areas, including anti-dumping and countervailing duty investigations, Federal and State government renewable energy schemes, and various commercial property and land development matters.
After graduation from the University of Tasmania, Alistair completed the Australian Tax Office’s graduate program in 2009, where he received a great deal of technical experience in tax affairs. He was exposed to both the policy side of the agency’s responsibilities and the legal implementation of those policies. He worked in the Serious Non-Compliance Refund Fraud Risk Management and the Superannuation Government Liaison teams, as well as the team responsible for the agency’s input into the Future Tax System Review and its proposed implementation.
Alistair graduated from the University of Tasmania in 2008 with a double Bachelor in Economics (Analysis) and Laws, with Honours. His studies incorporated the economics of international trade, with a special focus on the dynamics of the Asia Pacific region. He holds a Graduate Diploma in Legal Practice from the Australian National University and is admitted to the Supreme Court of the Australian Capital Territory.
During his time at the University of Tasmania, Alistair held the office of Careers and Social Justice Officer for the Tasmanian University Law Society and Australian Legal Education Forum Co-ordinator for the Australian Law Student Association Committee 2008. In between these commitments he also acted as a freelance writer and radio host for Edge Radio.
Alistair has a strong interest in cross-border business, and how domestic and international regulations impact on trade and major transactions.

Charles Zhan
Charles Zhan is a dual qualified lawyer of Chinese nationality with Australian residency. He graduated from the Shanghai Maritime University with a Bachelor of Laws with a major in Maritime Law in 2005, before also studying at the Australian National University, where he graduated with a Juris Doctor in 2011.
Charles has developed strong commercial law skills in the early years of his legal career. Before coming to Moulis Legal, Charles worked with Yi Zhong Law Firm in Beijing, and at the Secretariat of the China Maritime Arbitration Commission, also in Beijing. He has strong practical experience in the business of trade, having also worked in the logistics department for a Russian international airline company.
Charles has become a key member of the Moulis Legal international law team. He has a strong awareness of cross-cultural issues and is an invaluable resource in our cross-border matters with China, whether that be in the area of incoming or outgoing investment, commercial disputes involving Chinese companies, or trade regulation. His experiences in dispute resolution and the fast-moving international business world have nurtured outstanding analytical and problem solving skills. Naturally, Charles communicates in both Mandarin and English, at the highest business and technical level.
Although spending most of his time on our cross-border matters, Charles also contributes to our purely domestic commercial law practice, mainly in the areas of property and litigation.
While studying for his Juris Doctor degree, Charles has also actively engaged in community legal work. He has been a volunteer advisor at the ACT Youth Law Centre, and has participated in the Legal Aid Clinical program.
